how do you open up the fuse box to remove the headlight wiring harness?

I need to replace the headlight wiring harness. How does the fuse box split to remove the harness?

Is there a small hex head bolt located in the center of the fuse block on the inside or outside of the auto ? Some of the newer autos are just "clipped" together around the outside of the fuse block.
