engine fan is not coming on when my car reaches temp of 202?

First check for a blown fuse to fan if ok coolent temperature sensor or fan is bad.

Unplugged ect and fans kick on, but engine Tom's didn't raise up...gauge dropped to zero,but after a min or so, it shot up to 200, and then fan's dropped from high speed to low speed. But they do not turn on regular.???? What could it be? Ive checked fuses and relays...nothing??? Help please 04 grand am se
