The cooling fans come on 2 ways, when ac is on or when the engine reaches about 220. If they dont come on when ac is on this shows its a fault with the brain failing to turn on the fans, not a fault with temp sensor. Try disconnecting battery and then disconnect leads to brain, then reconnect several times. This will clean the connectors and may correct the issue as they get corrosion on them. Hook battery back up and turn ac on to see if they work.

Replace your cooling fan switch. I replaced my thermostat in my 97 and put in a new fan only to find out it still overheated. I did the disconnect of leads to check for corrosion but it still would not kick on the fan. Finally put in the switch and fan works perfect.
