rough idle

i have a 2.4l twin cam. it runs rough and "coughs" thru the air filter housing. the last time it did this it acted like it ran out of gas and coughed. i now have a white powder substance on most of the engine. it restarted an now it will not go over 45mph. would some one please tell me what could be wrong with it. i dont know what to look at.
