Clamp on the factory water pump

My water pump is leaking on my 96 Pontiac grand am se with the 2.4l and at this one garage they took this one clamp off of the water pump and then decided that they could not fix it and put it all back together. Is that clamp factory or did someone else put it there?

I would not return to the incompetent garage that cannot even replace a water pump. What a sad joke.
