Clamp on the factory water pump

My water pump is leaking on my 96 Pontiac grand am se with the 2.4l and at this one garage they took this one clamp off of the water pump and then decided that they could not fix it and put it all back together. Is that clamp factory or did someone else put it there?

http://www.ebay.com/itm/ACDelco-251-644-Water-Pump-1996-02-Chevy-Pontiac-2-4-/230661337043 I found one with a brand new water pump, so now I am afraid to even drive my car since this is suppose to be in there. and there is a number on it that brings up Pontiac shell but could not find the purpose of it.

I would not return to the incompetent garage that cannot even replace a water pump. What a sad joke.
