they're usually hot at all times ( HAT ) like the head lights brake lights and horn , so it may not be the fuse , a multi meter would help to see if there's power/ground
However there is a fuse which is the first place to look. Check your owner's manual and / or look under the hood, usually on the driver's side for the fuse box.
Also... the car is telling you to quit smoking. Just a thought. :)
