Bad Starter?

My Montero was having a rough time starting,I got
a new battery and it still won't start. The lights and
interior lights come on,but it won't turn over at all.
Could this be a bad starter or some deeper issue?

most common issue would be a bad starter, but I would check make sure your positive cable and negative cable are good and tight.
