The air is cold all the time. But if we put the A/C we are able to get it hot.

My 2006 Mercury Grand Marquis heater blowing cold air (or fresh air) on the highway. But
if it is park, I can get hot air. On the highway, when I put it on A/C, Max A/C I can get very
hot air.  What is the problem?
