2004 Mecury GM power steerring "binds" when cold but is normal after engine warms up

We bought this Grand marquis used. We noticed that during cold weather the steering is stiff when starting a turn. The colder it gets the more resistance to starting a turn. Once the engine warms up the stiffness/resistance disappears. The power steering fluid reservoir is full.
