2001 grand marquis

MY grand marquis struggles to start and when i press the horn it sounds like the battery
is dying, but when i give it a few minutes the battery is strong again and blows loud but
still wont start. i used some jumper cables and as soon as i connected then it started no
problem. it happens intermittently and not always.
