My 2000 grand marquis air blows and stop  I don't
know why you blows and stop all the time

HI what you need is the AC BLOWER MOTOR RESISTOR module, what happens is these are usually in the AC air stream to keep them cool otherwise they overheat and crack so when your driving and hit a bump the blower stops, hit another bump and it might come back on.
