My buddy has a 2000 grand marquis that I am currently in the process of replacing his passenger/front lower control arm assembly and I cant get the top bolt off of the shock/strut. Any advice?

Is it a strut or a shock? If it is a shock you have to find a way of holding the top shock shaft (vise grips) if that doesn't work you may have to destroy the shock to get it out in which it has a harden shaft so very hard to cut with a blade may have to use a cutting torch to cut it out.
