Maybe the radiator cap is faulty.

I have a reservoir with a pressurized cap. I just got done replacing everything for the cooling system

Ok I will have it tested then thanks for the advice

The only way a cooling system will be under pressure when the engine is cool is a faulty cap. Maybe you have the wrong type cap or a head gasket leak.
