no Start

I have a 99 Grand marquis And someone tried
stealing it so I put new ignition switch and put new
ignition cylinder with new keys and it won't start
now my security light flashes when I try cranking it
but for some reason it won't run but it'll crank just
over and over any details what it may be anything
could help !!
