My 1990 Mercury grand Marquis does not have any
power the battery is good fuses are good but it
does not have any power no head lights no tail
lights interior lights nothing please help.

After you've check battery cables and terminals as above, and you're certain the main fuse is good, check the fusible links. They the only other thing that can completely kill power to a car.
