Trunk lid spring needs to be stronger. How do I move the lever at the hinge?

When car is parked on a grade the trunk lid will not always stay fully open,
especially in strong wind.

Do I need a tool? I was concerned the rod might have a lot of tension and be difficult to move. For more tension should I move the rod upward or downward? Thanks!
