My fuel door wont open

My fuel door wont open on my lincoln towncar  once i shut it do i
need a new cable

any car that I have ever owned had an emergency access cable in the truck on the same side as the fuel door to allow you to pop the door when the interior switch fails.My 1994 vehicle fuel door is electric and on a fuse so your's probably is too. Unfortunately I don't have an OWNER'S MANUAL for every make,model and year of car .
