should the wheels on my 1999 rx 300 awd lock when i put it in park with no battery in it?

I put a new  transfer case in my trans and installed the trans again and shifted the shifter
in park with no wiring or battery hooked up to my car and the front tires still turn like they
are in a gear besides park should they not move when the selector is in park?

ok well I have the rear tires on the ground with the front tires off I am gonna try to hook up the wiring and battery on fri and hopefully they will stop turning and be locked like they should be in when shifted to park.
