Not turning over - Audi A6 Quatro 1998 2.8

I have this Audi that will not even turn over.  Fully charged battery, just changed the timing belt and valve cover gaskets.  All the wiring except lights are hooked up (front bumper still off.  Crank turns manually.  Shifter lock is getting juice.  Starter was fine when I started this job.  I can not get to the start to remove or test it.

You will need to get to the starter somehow so that you can test it. It's possible the solenoid got fried by stray voltage, etc. while you were working on something else.
