the AC does not blow cold when the fan is on higher speeds. It will blow cold when the
fan is on low. What could be the cause?

1st put the ac on , look +check the two fans are working . If they are working , then more likely is the "high flow air condensor(radiator)",which can not transfer the air good enough at higher speed. Cos the blockage is inside or outside . You can shower the outside of the radiator with cold water . It might help. Or buy a new one.
