Faulty AC / Heat system

The AC and Heat system isn't working properly. Speed controls at one point
only worked on Hi. Saw numerous suggestions to replace the resistor, so
since  it was cheap, we replaced it. During the R&R we noticed the plug into
the resistor had a melted connection so we R&Red that as well. We still
have no blower function. The blend door motor works properly, and I get
5vdc at the blower motor input power. Is this the desired voltage? I hate to
just throw parts at a problem, but the only other components that I am
aware of would be Blower Speed Control in the dash, or the Blower motor
itself. Thanks in advance.

More than likely the fan speed control switch. As long as the fan is working it probably is the speed control switch. Because the fan either works or it doesn't. Speed is controlled by the switch that has a resistor built in to control voltage and amps to regulate fan speed.
