When no air is moving through the radiator then the engine relies on the cooling fans to pull air through the radiator ... check why the fans not doing its job
could it be the head gasket?
Make sure the cooling system has been burped. Thermostat is facing the engine correctly. You should have an electric fan also. There is a thermostatically controlled switch to engage the electric fan. Sometimes they quit functioning and usually cause an overheat situation at idle or slow speeds/ Especially when ambient air temps are high, or the AC is being used. Make sure the electric fan is engaging as required.
