Start with the basics first. a bad ground at the battery can cause these issues. The battery will run the lights and everything else. The issue will (might) present itself when a load is applied by the starter. If that's not it there is a starter relay in the power distribution box in the engine bay and a larger spade fuse to check also. That's a starting point anyway to begin your search for the issue.
