No heat to heater core

1999 Jeep Grand Cherokee climate control V8.
I have the blend door compartment open.
Heater core does not get warm. Flushed out the core, refilled etc. No heat.
Is there something in between the water pump and the core that would keep it from heating?

yes- there is a heater valve that goes on and off when you command it to (with a lever or switch)- this is what gives you heat by putting hot coolant into the core- sounds like it is inop-
