lost power going to heater control assembly in dash

1999 grand cherokee duel climate control lost power. I
tried replacing the control assembly but made no difference.  
I am guessing there is a blown fuse. I replaced the small 1 under dash on drivers side
but no change.
I found the large fuse box under hood but not sure how to check the large relays, or if
that is what should be checked next.
Any suggestions or help would be appreciated

the ground connection from the battery to the chassis has been soaked recently...the lug connecting the chassis from the battery needs to be wirebrushed clean...the lug too...and insure the 1/0 cable to the block (near the alternator) is present~ if you were curious take a voltmeter to the components...should have an unwavering 12.5 volts~ be better once cleaned off~
