1999 Jeep Grand Cherokee-Heat works everywhere else but blows cold on the floor.

I have a '99 Jeep Grand Cherokee Limited. I just got this vehicle. The heat is extremely loud. I assume this is normal for a Jeep heater, but I'm not sure. Also, when the heat is on, it works everywhere else, but blows cold air on the floor. Any ideas what could cause this and/or solutions?

This generation GC is well known for HVAC issues. The best solution is to remove the heater box and replace the blend doors with steel ones that can be bought online. Search for Grand Cherokee forums for more details.
