What is this plug for? And clipped wires

I have just purchased my first Jeep. It's a
lovely 1998 Grand Cherokee Laredo. It's been
not running right. Under the hood I find a
unplugged plug and some snipped wires. I'm
wondering if any one can tell be what the
wires are for, and everything the unplugged
plug might go?
