EVAP system is not working, do you have any check engine lights on? There is a purge solenoid and a vent solenoid that can go bad, the vent solenoid relieves pressure buildup in tank so that sounds like what is bad with yours. I'm guessing when you remove it you can hear pressure equalizing.
