Feels like front brakes are locked up after doing
pads and rotors.  Any suggestions?

also check brake lines to calipers. deterioration can sometimes cause interior hose lines to collapse & restrict brake fluid flow . also check the break pad hardware ,break pads must slide with caliper piston movement
