1990 ford tempo will not start after replacing exhaust manifold.

It turns over but will not fire. I have checked  spark to #2 plug, good spark.  I bled air from
fuel rail, good pressure. Can the ECM or CCRM be tested.  When the manifolds were off
the battery was hooked up to roll the windows up, key turned forward not to Accessory,
could that damage an electrical component.  If so which one?
