Would my fuel
regulator being
stuck open cause it
to backfire all the
time and not start

it would make higher fuel pressure and maybe run rich , exhaust would be blackish and you would smell fuel , you can hold the pedal to the floor if it floods out


Back firing is probably an ignition timing problem.
