Why GMC Sierra 1995 won't start?

Turn key every thing works but starter won't turn not a sound. Battery good. Ground cable good.

First guess is battery no longer has amperage although voltage reads fine. If it were the starter solenoid, you should hear a click. If you can start your truck by jumping it, then it is the battery.
