95 GMC 350 Flooding

My GMC when you try to start the vehicle, it floods.  If you hold down the gas it will eventually start but runs really ruff for about 30 to 45 seconds.  After that it runs like it normally would.  When I kill the vehicle and try to start it again it has the same issue all over again.

Replaced the plugs, wires and fuel filter.
