I know on a Toyota that a flashing AC button is generally the magnetic clutch relay. Test this relay or you can swap it with an identical one in the fuse box. The horn relay on many makes is the same as AC MGCLT. Just remember if it is bad you will not have a horn until you buy a new relay.
