why isn't heat working in really cold weather but finevin mild weather

If the temp outside is single digits or below zero the heat wont work but if i put a little
space heater on my floor board facing the glove box for 15 minutes & heat it up then my
heat kicks right on

Have the strength of your antifreeze checked. It may be freezing in the hoses.
