1999 Dodge Ram 1500 Van power windows not working

I have a 1999 Dodge Ram 1500 conversion van.  The both of the power
windows stopped working in the down position a while back, but after
fiddling with it, the ignition, and the breaker they started working again.  
Recently they stopped working yet again. I have replace the breaker, and
master window switch, rang out the wiring I could identify, and many other
basic electrical checks. When the door is open and accessories on and I try
to work them, I get a buzz.  When the accessories are off I can hear a relay
somewhere in the dash click.  No matter what I do whit the door closed and
the key position correct I get no Joy with the windows.  Another post
mentioned looking at interior lights when you try to check for dimming.  I
get no dimming.

I am an Electronics Tech so this should be very simple. There is power
getting to the switch, odd readings on the ground side.  Without a
schematic I am having an issue troubleshooting as it does not appear to be
any of the main obvious components.  Help!
