How to diagnose a whining noise

I have a whining noise that gets louder and slightly changes pitch directly
related to engine RPM.  It is the same with the engine cold or warmed up.  It
does not change with more electric draw, like with lights on.  It doesn't
change when turning the steering wheel.  The water pump is pretty new and
is not leaking.  No warning lights.  No loss of power.  Any hint on how to
diagnose this?

The whining noise is more than likely coming from the power steering pump. Common sound, but if the power steering is giving you any problems, then you would want to replace the ps. pump.

I replaced the ps pump still has a whingeing

It’s the power steering Reservoir not the pump itself. There is a filter in it that gets clogged. Just change the reservoir and all will be good. :)

Transmission. Fluid is probably low. Can top it up to see if that will stop or minimize the whining sound (see manufacturer's specs on proper ATF levels). But, why would it be low. May have to take it in to see if it's the filter, metal shavings, pump, etc. May need a rebuild, but I hope for you it's just needs more fluid. Cheers!
