2001 grand caravan---- partial tune up

mechanic said spark plugs 1 and 5 were frozen and could not be removed is
changing 4 of 6 plugs still better for the car than not doing the tune up?

Yes but that won't buy you much time. When the remaining two plugs burn out your car will run really badly. Try and find a mechanic that can get the plugs out without damaging the engine. You may end up having to bite the bullet and force them out and then heli-coil the heads. This is why I always use anti-seize on plug threads.
