My 2004 pt  will not start only makes a wiring noise like a small motor. All the
accessories work.

Sounds like the starter is not engaging, just replace it after confirming there is no power loss from battery to starter, like bad terminal wires or loose connections.

Agreed, but when you remove the starter just make sure the teeth on the ring gear if it is a stick shift or the flex plate if it is an automatic are still in good condition, if those are sheared off then that is your real problem, and then the job just got expensive.
