my horn is not working   could it be a fuse or a short

Yes a fuse, broken/pinched/shorted wire or the horn itself can be bad.

If the fuse check out okay, put a meter on the two leads for the horn and have someone hit the horn button and see if you are getting voltage to it. Horns catch a lot of abuse from where they sit under the hood so do go bad on occasion.

where is the horn located mine doent work and i looked every where cant locate my horn in the engine/
