07 prius panic alarm going off

I have a 2007 Toyota Prius and for some reason my Panic
alarm keeps going off the only way to shut it off is to put
the key in and turn the car on I pull the key out and alarm
goes off again I recently changed the battery to the remote
and still nothing alarm keeps going off any suggestions
