Issue with the rpms not dropping 2002 ford taurus 3.0 OHV

2002 taurus 3.0 ohv
Accelerate up to speed ( any speed ,does not matter) and let off of the gas now normally your rpms would drop and the car would gradually slow down . That is not the case here, when you let off the gas the rpms hold steady and at times increase as does the vehicle speed. When it finally does drop the car almost gets to the point of stalling and then returns to normal idle.

Have already replaced a lot of parts for different issues ( MAF, IAC, throttle position sensor, power steering pressure switch, and many other things)

Any input or suggestions would be appreciated

not sure if that car is fly by wire or not, if not check out the throttle cable and all linkages. see if you can get an eyeball on the throttle body butterfly and then operate the throttle by hand and see if it hangs up. If it is fly by wire then there could be something wrong with that system.
