Heating problem

Hi, I have a 02" ford focus that
keeps running hot and shuts off
only when I turn my A/C on. It has
a double fan and neither of them
are working while the air is off.
Can someone please help me
figure this out?

One of the fans is on as long as the AC is on, the other only comes on when the computer senses a set point temperature (at least that's how most should work) I suspect the fan relay (usually in the same fuse box) may be defective
