heater water valve on front of engine

where does vacum come from to open valve i changes switch that has vac lines to it that changes where you want heat to go floor defrost panel.i cant get this vavle to open.

My engine light went on. I've been use my air conditioner a lot. Now its blow hot air some times. I notice the temperature gauge went up. Want do I do?
