where is the fuse for the battery saver on a 2001 ford explorer

My dome light and door courtesy lights won't go off.  I'm looking for the fuse to these
lights, and it might be the same as the battery saver control fuse.

One of your door ajar switches has malfunctioned. There is no Battery Saver Control fuse. That feature is integral to the GEM module that controls nearly all of your vehicle's electrical accessories.
