A 20+ year old tempo ? really ? crankcase vent, pcv excessive? Are the parts still where they were made to be ? The pcv pulls vent pressure into the intake via a hose. Does the valve have movement inside when shaking it ? Does it have rpm drop when remove the valve from the valve cover grommet and block it ? Crankcase pressure comes from combustion pressure. If it is too excessive to be handled normally? Throw that car in the dumper. If it is your project show car, well I suppose you can get an engine from the u-pull-it yard for 100 bucks. If you buy it stripped

Oh, another idea, does it have a motorcraft pcv valve ? the other kinds for sale at parts houses cause odd runability sometimes. You can look for one when looking for the rest of your stuff at the yard. You need one that is not plugged up and seals one way, and allows flow the other way. it stays hung because of its calibrated spring, you can hear its piston when shaking it.
