O/D light flashing means there is a transmission fault code stored in the cars system. Since your having shift issues, have a local trans shop or mechanic scan the codes and perform a diagnosis. Before that I would check the fluid level to see it is at the appropriate level. Make sure the engine is warm, on a level surface, and engine running.

How many miles on the Explorer? History of fluid/filter changes?

Probably needs the transmission rebuilt or replaced. As Tom suggested have it checked out.
