Protective Shield or what on a 2001 Ford Explorer?

This part recently fell off of my 2001 Ford Explorer, I'm fairly sure its a protective shield,
but to what I don't know, was hoping someone here would know and if I should get it put
back on or just keep it off. Thanks!

Can you supply a better photo. Nice contrast of the white laces against the black tennis shoe, but a better (closeup) of the part would be helpful.
