2001 ford explorer engine timing chains were both replaced, now there is a loud engine
noise on the passenger side, sounding almost like a severe exhaust leak, but the exhaust
system is intact.

It's likely that the exhaust manifold bolt(s) are broken and the gasket has failed. The exhaust system runs so hot on a modern engine that it will warp an unsecured manifold in no time. If the person doing the timing chains also pulled the exhaust, take it back to them.
