I don't know anything about Canadian shops but Ford dealer would be most likely. Not knowing how far you are from a reliable dealer I would look for the best Ford mechanic I get people to recommend.

Another option is to replace the system with a coil over shock kit... I don't recommend, but I do it...I prefer the money involved in the repairs.

Better not do that if you tow much. The air shocks were to level the Expo when the trailer was attached or you had a heavy load inside. Do you know enough to trouble shoot the problem? is it the compressor, shocks, or what. You may just need to replace one side. Get it checked out before you spend money doing the repair.
